how is the resolution assessed and evaluated? Good, normal or bad?

Energy resolution is calculated by taking the energy spread at half maximum height (FWHM) and dividing it by the energy of the photo peak, this is then expressed in percentage. i.i. if the FWHM of your Cs137 peak at 662 keV measures 66.2 keV then the resolution is 10%.
The energy resolution of a scintillation detector varies across the spectrum. Typically the resolution is poor at the low end and better at the higher end, so it is reasonable to expect better resolution from K40 at 1460 keV than from Cs137 at 662 keV.
To make things simple, the industry has adopted the Cs137 662 keV as the standard source to express resolution in, but it's important to understand that this resolution does not apply across the whole spectrum.
There is no absolute good normal or bad, the only thing which matters is that the resolution is sufficient for the purpose of your experiment.
